Watchmen, I submit the following Dream.

So in the early hours of this morning, July 30, 2026, I had a strange yet powerful Dream.

Now this Dream was very different from the way I would usually Dream in that it was as if I was watching one Scene being played out over and over again, as if a Movie was on Repeat.

Over and over again I heard the same Declaration being spoken, and every time I heard the Declaration, I witnessed the exact same response in Tthe Spirit.

However, with each repetition, the weight, the Authority and the power of the Declaration increased, and so did Heaven’s response.

It was as though Heaven itself was establishing both the certainty of the Declaration and the certainty of its coming Manifestation.

Then I heard these Words,  ”Fear not!  Stand still — and see the Salvation of The LORD!  The LORD Himself shall fight for you!”   (Exodus 14)

And then I heard,  ”America is on the winning side!”

The moment those Words were spoken, I saw a mighty Angelic Army being sent forth from Heaven into the Earthly realm and then suddenly, I found myself no longer just hearing the Declaration in the Dream, but I was compelled by The Spirit to begin decreeing the Word of The LORD, and I Decreed with a loud voice:  ”Fear not!  Stand still — and see the Salvation of The LORD!  The LORD Himself shall fight for you!  America is on the winning side!

Again and again, as I Decreed the Word of The LORD, I watched the Angelic Armies move swiftly in response.  Again and again the scene repeated — I heard the Declaration — I Decreed the Word of The LORD — and the Angelic Armies responded!

With every repetition, the weight of the Declaration increased — and so did the Angelic Response!

As I continued to Decree and watch the Angelic Armies being deployed, these Words were suddenly quickened to me,  ”Declaring the end from the beginning!”

Then suddenly I saw dark Storm clouds beginning to gather in the Dream, and I knew by The Spirit that a great Storm system was forming and that a great Storm was coming.

Yet what struck me in the Dream was that I was made aware that I was releasing the Prophetic Declaration BEFORE the coming Storm!

The Angelic Armies were being deployed BEFORE the Storm was upon The Nations.

I knew that as I Decreed the Word of The LORD, a Way of Refuge and Victory was being prepared even before the Storm arrived, and that even as the Storm clouds were gathering, I was Decreeing the Word of The LORD — and the Creative power of His Word going forth from my mouth was making a way — was preparing a Place of Refuge!

The Word was sending forth Angelic Armies to uproot and tear down, to build and to plant.

Then the Dream shifts a little, and I watched as every Word that went forth from my mouth became something tangible in The Spirit.

The Declaration of His Word was forming what looked like a thick Rope – a Rope that stretched into the midst of the Storm!

And then I heard,  ”A Rope of Hope in the midst of the Storm!”

Immediately I knew that the purpose of The LORD in speaking forth a Prophetic Declaration BEFORE the Storm, was to provide a supernatural Mechanism that would bring Divine Intervention and a Mighty Manifestation of Deliverance in the Storm.

Now as Believers, we know that The LORD will often speak a Word in the Light before the darkness comes.

He releases a Declaration BEFORE its Manifestation….

He speaks to the Outcome BEFORE the Conflict reaches its Greatest intensity….

He gives His people a Word of Hope to Hold on to BEFORE the greater Shaking begins….

Now, as I awoke up from the Dream and I began to Pray, The Holy Spirit showed me that the Declaration did not mean that there would be no conflict.

NO!  Quite the opposite!

The Declaration itself reveals that a great conflict lies ahead.

We see that throughout Scripture, whenever God declared the outcome beforehand, His People still had to walk through the Battle before they witnessed the fulfillment of His Word in manifest Victory.

At the Red Sea, Israel was already on the Winning Side, even though Pharaoh’s Army was behind them and the Sea was before them.

The outcome had already been determined by God, but they still had to walk through what looked impossible BEFORE they saw the waters part!

And when Jehoshaphat stood before a vast multitude, The LORD first declared, “The Battle is not yours, but God’s”…  (2 Chronicles 20:15)

The Victory was Announced BEFORE the Army ever marched into the Valley.

Gideon looked upon a vast an overwhelming enemy, but The LORD first declared, “Surely I will be with thee”..  (Isaiah 41:10)

Again the Victory was established BEFORE a single trumpet was blown!

I believe The LORD was showing me in the dream, that He requires us to begin to Declare the Outcome BEFORE the Storm reaches its greatest intensity, so that His People would have a Rope of Hope to hold onto in the midst of what is coming.

Hope always precedes the trial and tribulations and a Declaration of Faith always precedes a Mighty Manifestation of Breakthrough and Victory.

I also knew as I prayed over the Dream, that this was not a Call to make presumptuous Declarations born out of human desire, wishful thinking or hyped emotion.

Notice here, I did not initiate The Declaration in the Dream.

I first heard what Heaven was saying, and then I came into Agreement and Divine Partnership with the Declaration of Heaven.

As I Decreed the Word of The LORD in Agreement with Heaven’s Declaration, I watched as the Angelic Armies immediately responded and Set to Implement the Instructions of Heaven.

In the Dream I was literally,  ”Declaring the End From the Beginning!”

God had me “Declaring the End from the Beginning….”

“Declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My Counsel shall stand, and I will do all my pleasure,”   Isaiah 46:10.

“And now I have told you before it come to pass, that, when it is come to pass, ye might believe,”   John 14:29.

“Bless The LORD, ye his angels, that excel in strength, that do his commandments, hearkening unto the Voice of his Word”   Psalm 103:20.

“Which hope we have as an anchor of the soul, both sure and stedfast,”  Hebrews 6:19.

Watchmen, I submit this Dream today for Prayer!

I believe The LORD is giving His Governing Remnant a Heaven-born Declaration in their mouths before the full Manifestation of His Promise.

A Word BEFORE the Storm — a Strong Rope of Hope BEFORE the Winds begin to rage….

Today, as His Governing Remnant, may we hear what Heaven is saying and may we come into Agreement with His Word!

And may we continue to Decree what Heaven has already declared — until we witness the Manifestation of His Word!
